Please come on out if you want to help with the annual sprucing up of the PPP! A couple hours of work make a big difference in the appearance of our local park. The pocket park is at the corner of 19th Ave NE & NE 117th St.

We’ll spend some time weeding and then spread  fresh bark mulch. Bring your favorite weeding tool and a bucket. A pitchfork and wheelbarrow could also come in handy.

February’s guest speaker at North Precinct Advisory Council was Leesa Manion, King County Prosecuting Attorney. Her office, KCPAO, prosecutes mostly felony crimes for Seattle, whereas the City Attorneys Office prosecutes misdemeanors. She has created some new units in the office.
First is a new economic crimes and wage theft division focused on organized retail theft, wage theft and other economic crimes like ID theft, insurance theft. Organized retail theft (ORT) is a big problem for businesses right now.
To be timelier and more deliberate in how sexual assault and sexual violence are handled, there is a new division focused on prosecuting and preventing gender-based violence that will have separate assault units for child victims and adult victims. It will use a trauma-informed, victim approach.
A new felony traffic unit in the criminal division focuses on prosecuting serious felony traffic cases, given the seriousness of vehicular homicide and vehicular assault cases and their devastating impacts on victims and their survivors.
KCPAO will set up a new gun violence-prevention unit to prosecute people creating the “most harm,” and will also analyze data to identify people close to gun violence and connect them with community-based resources. This will be aided by centralizing the data analysts, to improve analysis.
KCPAO has a backlog of 4000 charged cases. Covid funds allowed the office to hire more employees to deal with it, but the funding ends in 2024.
Our precinct captain position is vacant, so Acting Captain Joe Osborne gave the captain’s report. Comparing year-to-date crime statistics when only January tells the tale is not useful for trends, so I won’t list them. He did say we are still understaffed and will be for at least a year as new recruits are trained.
When a meeting participant opined that the crime dashboard probably greatly underrepresents actual crime because people, in frustration, do not bother to report it, Osborne reviewed reporting crimes. The 911 operation is no longer in SPD, and due to attrition, that department has stopped answering the non-emergency line for now. So always call 911 and let the operators determine how to triage the situation.
BTW, only the 911 line automatically displays your address and phone number to the operator. You can report after-the-fact crimes by calling 911. They will take the information and create the report; an officer is not required to be on site to take a report, as it used to be in years past. Or, depending on the nature of the crime, you can report it on-line at https://www.seattle.gov/police/need-help/online-reporting. Of course, if the crime is currently occurring, 911 will do its best to deploy an officer right away.

SPD is starting a new effort to solicit feedback to improve 911 response. People who dial 911 in Seattle will notice a few changes.
Beginning January 26, 2023, SPD will send fully automated follow-up text messages to many crime victims and 911 callers. Once the 911 emergency has passed, the system will solicit feedback about the caller’s experience with SPD to improve services to the community.
SPD is notifying community members about these changes so 911 callers will know the automated follow-up texts and emails are a legitimate attempt to gather feedback. They are not spam. It is the SPD’s hope that people will respond to the survey, and guide improvements to the City of Seattle’s emergency response system.
I couldn’t find examples of the messages that were very readable, but they will look something like these.

Where to tune your radio to get critical information in case of a major disaster – KIRO-710 AM serves as a Primary Entry Point (PEP) station for FEMA’s National Public Warning System (NPWS). It provides critical information to the public before, during and after incidents and disasters.
In a national worst-case scenario, KIRO-AM 710 would broadcast a message from the President or other national authorities within 10 minutes. Via FEMA’s Emergency Alert System, other radio stations in the Seattle area would begin re-broadcasting the information coming from KIRO and its news staff. These include 97.3 FM, 97.7 FM, 94.4 FM and 1000 AM.
Local authorities, such as the King County Office of Emergency Management, may also disseminate life-saving information by way of the facilities installed at the KIRO tower site, which have backup communications equipment and power generators, and are specially designed and hardened to withstand various natural disasters and acts of terrorism.

At tonight’s North Precinct Advisory Council meeting, we learned that our two new Crime Prevention Coordinators have split up the precinct. Sarah Lawson (sarah.lawson@seattle.gov, 206-612-0320) is working the precinct east of I-5. We can contact her to ask about general crime prevention tips, schedule a home security assessment, request her presence at a community meeting and to discuss ongoing crime concerns in the neighborhood.
Tonight the CPCs mentioned that the SPD non-emergency telephone number isn’t always staffed due to personnel issues, so it’s best to call 911 and let the dispatcher figure out your call’s priority.
The CPCs also reviewed tips for discouraging car prowls. Car prowls are still a big problem. 1 – don’t leave stuff in the car where it can be seen; 2 – if you have a garage door opener in the car, take it with you when you leave the car, so if your car IS broken into, the opener can’t be stolen and used later to get into your house; 3 – try to park in well-lit, busy, monitored areas; 4 – don’t leave your car running when you’re not in it so someone cannot jump in and drive it away.
The precinct captain, Kevin Grossman, retired, so Lt Joseph Osborne is acting captain for the time being. He said that Parking Enforcement Division is back in SPD starting today, following City Council’s decision to move it back from its short stay in the Transportation Department.
Meagan Westphal, the City Attorneys Office liaison with North Precinct, laid out the CAO’s 2023 priorities: 1 – focus more on misdemeanor competency and mental health treatment. Felonies have gotten the most attention for this; 2 – focus on the rights of victims of crime, make CAO more victim-centered; 3 – focus on human trafficking. HT is a felony handled by King County, but CAO can employ some tools and procedures to help mitigate, like going after buyers of sex; 4 – focus on building bridges and connections in city government, break down the silos and work together more; 5 – promote data transparency, collect data both to make more informed decisions and for public to learn what’s going on.

You can filter for different map views of city data. For transportation emissions, you can select the year and click on the magnifying glass to type in an address to see an area. You can learn the breakdown of how a neighborhood uses transportation – walk, car, bike, bus…
For building energy use emissions, you can also use the magnifying glass, or select a neighborhood. Pinehurst is lumped into two different views, but type Pinehurst to choose the one you want. In this sample map, you can see how there is much more building gas emission than electric.
Each map also provides a population breakdown by various criteria – race, education, health, etc.

Lake City Floodplain Park Update – this is the property north of 125th that had the red house down below:
Demolition
Demolition of the site’s existing structures is expected to be complete by early November 2022. Seattle Parks and Recreation’s metal shop fabricated a temporary bridge crossing for access to dismantle the back structure and the demolition team is currently onsite completing the work. The smaller structure, closest to NE 125th Street, was demolished in June 2022.
Sewer odors
There were community observations that the site had a sewer odor smell. King County Wastewater sealed their maintenance hole lid and investigated upstream and downstream to confirm that there are no leaks into Thornton Creek from the King County sewer line. Seattle Public Utilities has also performed dye tests and confirmed that there are no leaks into Thornton Creek from the shared side sewer.
Participation
Seattle Parks and Recreation, Seattle Public Utilities, and Mid Sound Fisheries Enhancement Group are working toward their third community online workshop scheduled for this winter. We will be asked to help further refine park design options to a preferred design. Community participation is critical in designing the proposed Lake City Floodplain Park.

This November, Seattle Public Utilities is again providing FREE extra yard waste collection for household customers, up to 10 extra bags for every collection throughout the month. Simply set out your extra yard waste next to your food and yard waste cart on your collection day.
Extra yard waste must be contained either in kraft paper bags or placed in an extra container that is clearly marked to indicate it contains extra yard waste. Please make sure your extra yard waste collection bags or container only contain yard waste, not food waste. Fallen branches and twigs can be set out for extra collection as well. These can be tied into bundles up to 4 feet long by 2 feet in diameter and tied with fiber twine. Do not use wire, nylon cording, or plastic banding. Learn more about setting out extra yard waste.

In a move to preserve and increase Seattle’s tree canopy (good for the environment, health and quality of urban life), there are some new rules passed in Council Bill 120207 that went into effect.
Property Owner Requirements
  • Starting November 11, property owners must hire a registered tree service provider to complete most tree work on their property. You will be able to view the list of registered providers on the SDCI Trees & Codes webpage in October. 
  • Starting November 11, property owners must post a public notice of major pruning or removal of trees on the property. The notice must be posted at least three days before a tree service provider starts the work. To create the public notice, complete the “Public Notice” form which will be available on the Seattle Services Portal beginning in October.
  • Property owners completing routine pruning and tree maintenance are not required to register or post a notice.
The bill requires tree service providers to register with the City of Seattle before conducting commercial tree work and consultations on private property. The list will be on the Trees & Codes webpage.
SDCI will host an informational webinar in September to help us understand registration requirements, property owner responsibilities, and Seattle tree codes. Check the Trees & Codes website for up-to-date information.

Beginning September 1, riders 18 and younger can ride for free on many transit systems across Washington, thanks to millions in funding included in the Move Ahead Washington transportation package approved by lawmakers earlier this year.
Riders 18 and younger can take free rides via Sound Transit, King County Metro, King County Water Taxi, Seattle Streetcar, Pierce Transit, Community Transit, Snoqualmie Valley Transit, Kitsap Transit and Kitsap Ferries. Everett Transit began zero youth fares in July, and Washington State Ferries will join suit in October.

  1. A commitment to be concerned about your neighbor’s property and well-being as well as your own.
  2. A commitment to report suspicious activity and take action by alerting your neighbors and calling 9-1-1.

Getting Started

  • Think of a location for your first meeting. It could be your home, or a neighbor’s home, library or community center, etc.
  • Contact the Crime Prevention Coordinators in our North Precinct for dates and times to meet with you and your neighbors. gov/police/crime-prevention/crime-prevention-coordinators.
  • Invite your neighbors to come – it helps to invite them in person.
  • The first meeting will discuss local crime trends, prevention measures and the proactive ways neighbors can work together.
  • The designated Block Watch Captain will act as primary contact for Seattle Police, and communicate to the neighborhood.

It’s a national event promoted in Seattle by Seattle Police Department Crime Prevention. It’s designed to heighten crime prevention awareness, increase neighborhood support in anti-crime efforts, and unite our communities.
Contact our precinct’s Crime Prevention Coordinators (https://www.seattle.gov/…/crime-prevention-coordinators) with questions or requests. You can ask for a police officer to stop by for a chat, but keep in mind, due to staffing and call loads, SPD participation in Night Out may be limited.
You can also ask the Fire Department to send a fire truck – always a kid-pleaser.

North Precinct’s liaison to the City Attorney’s Office explained how to deal with squatters in vacant homes.

Precinct captain cited some good news and bad news year-to-date crime statistics compared to last year: North precinct overall crime is down 29%, whereas the city as a whole is up 15%. Burglary is down 34% and larceny theft is down 42% in our precinct. But robbery is up 51%, with some marijuana stores getting robbed by more than one armed person descending on them; aggravated assault is up 25%; motor vehicle theft is up 47%.

Please come on out if you want to help with the annual sprucing up of the PPP! A couple hours of work make a big difference in the appearance of our local park for the rest of the year. The pocket park is at the corner of 19th Ave NE & NE 117th St.
We’ll spend some time weeding and then spread fresh bark mulch. Bring your favorite weeding tool and a bucket. A pitchfork and wheelbarrow would also come in handy.

They routinely see 30-40 911 calls holding, with wait times for non-priority calls (such as burglaries that already happened) that could be 6 hours or more. He looks forward to the city developing alternative resources for calls that don’t require police, but until they are ramped up, SPD still responds.

As an aside, to review how police service in the north precinct has changed over the last few years, consider this:

  • Our crime prevention coordinator position has been vacant for 18 months. CPCs can help start block watches, do security checks of our homes and give advise on improvements, meet with community groups, etc.
  • The Community Police Team has been disbanded. CPT worked with the neighborhood on chronic problems like noise nuisances, drug houses, graffiti, etc.
  • The precinct no longer has a Detective Squad that can investigate crimes like burglaries. And whereas citywide there used to be 30 detectives, now there are only 11 in the centralized unit.
  • The precinct Bike Team  was discontinued. The bike team was a less intimidating way to have police presence in the community, and roved around to help as needed.
  • The precinct Anti-Crime Team is no longer. It used to, among other things, deal with organized retail theft.

Due to a recent increase in car prowl incidents, the SPD Crime Prevention Unit provides the following prevention suggestions.
One specific note is to never leaving firearms in vehicles! This can be extremely dangerous.
What is a car prowl?
• Unlawful taking of motor vehicle contents or parts.
• Car prowls are crimes of opportunity.
What can you do?
• Be observant- If you see something, say something!
• Report all crimes and suspicious activity immediately to the Seattle Police Department by calling 911.
• Organize and/or get involved with Block Watch.
Car Prowl Prevention Techniques:
*Be consistent*
  • Never leave valuables in plain view
  • NEVER leave firearms in vehicles- as these can be a target
  • Hide chargers and accessories that indicate an electronic device may be in the vehicle
  • Remove garage door openers, key cards and other keys from the vehicle
  • If possible, park in a busy, locked, monitored and/or well-lit area
  • Install anti-theft devices
  • If possible, activate alarm

In 2021, crime in Seattle rose 7% from the prior year, but in North Precinct it was down 8% from 2020. On social media I see many people say they don’t bother to report burglaries since SPD takes so long to show up, or doesn’t have the staff to investigate them. After two years of decline, in June 2020 auto thefts began to rise by 13% across the United States. Statisticians don’t expect this trend to have reversed in 2021. The jump in thefts of car parts was even greater over the last year — especially catalytic converters (PEMCO’s seen a 2,156% increase in catalytic converter claims in the past year alone).

The National Insurance Crime Bureau (NICB) points to the pandemic and economic downturn as key factors. While PEMCO claims data doesn’t provide further insight into why theft rates are rising locally, the data does offer clues to help reduce the risk of becoming a victim.

Make your car a harder target for thieves:

1. Don’t be a “puffer.” It may be tempting to go back inside the house as you warm up your car in the driveway on cold mornings. Unfortunately, teams of thieves often cruise neighborhoods looking for telltale plumes of steam coming from tailpipes – and in seconds, can steal your car. In addition, it’s illegal to leave a running vehicle unattended in  Washington.

2. Park inside a locked garage. If you have a garage and use it for storage and park elsewhere, it’s worth reconsidering and clearing a space in the garage big enough for your car.

3. Take keys and fobs out of your car and lock up. Whether your ignition is keyed or keyless, leaving your keys and fob in the car makes it extremely easy to steal. (The NICB reports that thefts of cars with the keys left inside have jumped by more than 50% since keyless ignition has become standard.)

4. Park in well-lighted, busy areas. Potential witnesses and visibility make your car less attractive to potential thieves. Looking for and parking near security cameras also helps deter theft.

5. Clean out your car. Almost anything left in a vehicle can become a target for the curious or thieves. Make your car a non-target. Don’t leave coats piled in the back, packages on the seat or spare change in the console. A thief who breaks in to get those may end up taking the whole car.

6. Take your garage-door opener, registration and proof of insurance out of your car. Keeping your garage-door opener, registration and proof of insurance separate from your car won’t stop thieves from stealing your car, but it will keep them from learning your home address – printed on the registration and proof of insurance – and then using your garage door opener to gain entry to your house. The law requires only that you have them with you when you drive.

7. Use a steering wheel lock. Products like The Club can be defeated by persistent thieves, but they require time, tools, and effort, all of which are not appealing to thieves. Steering wheel locks may encourage them to pass by your car in favor of an easier target.

8. Add a GPS tracker to your car that connects to your smartphone. It can lead the police to your car if it’s stolen. The quicker police get your car back, the lower the chance it will get stripped for parts or used to commit another crime. Never try to recover the car yourself, though, because an encounter with the thief could put you at risk for serious physical harm.

9. Activate manufacturer-based subscription services. Programs like General Motors’ OnStar or Toyota Connected Car Services can help you locate your car geographically. They may also allow you to lock or disable your car remotely to prevent thieves from taking them farther. Check in with your car manufacturer to see what options are available for your car.

10. Consider shields and VIN engraving for catalytic converters. The presence of an aftermarket shield or engraved VIN encourages thieves to leave your catalytic converters alone. Shields take time to remove. VINs make converters harder to sell. It may also be possible to adjust your car alarm to sense vibrations caused by sawing.

How to recover your car faster if it is stolen

1. Report the crime to the police. If you see the theft happening, call 9-1-1. If not, you can use a non-emergency phone number or report the theft online. Keep a copy of your crime report – particularly the number – so you have it for your insurance claim.

2. If you subscribe to a manufacturer-based subscription service like OnStar, notify the service immediately so they can work with the police in finding your car.

3. Report the theft to your insurance company.

She explained how DESC and SPD interact. She highlighted the inadequate local behavioral health resources and supportive housing. And she explained why SPD officers are currently often reluctant to go on crisis calls due to lack of clarity about use of force in some of the state laws passed this summer.

1. On 8th Ave NE between NE 115th St and NE 117th St

The special topic at the NPAC meeting this month was an update on Seattle’s Consent Decree with U.S. Department of Justice. Monisha Harrell, Deputy Monitor, was guest speaker. We’re in our 10th year of being monitored while implementing improvements in SPD policies and procedures after complaints were made to DOJ about excessive use of force.

In 2012 Seattle was deemed to be in compliance and moved into a 2 year sustainment phase, but then fell out of compliance over a SPOG (police union) action that compromised accountability. Current negotiations for the new SPOG contract are being watched closely. And the monitors are very concerned about what defunding the police might mean for Seattle’s ability to stay in compliance with the decree.

The City Attorney’s Office and King County Prosecuting Attorney’s Office representatives were asked to explain how some felony charges can be refiled as misdemeanor charges. This is relevant due to some policy stances of the candidates running for City Attorney. See the minutes.

And due to this, the Seattle Police Department provides the following suggestions for firearm safety, and for gun violence prevention. This was sent by Crime Prevention Coordinator Jennifer Danner. North Precinct’s CPC position is still vacant, pending background check (there’s a big backlog of checks right now).

Storage

As a firearm owner, is it their responsibility to ensure that guns in their home are always stored where they are inaccessible to children or other unauthorized persons. Never leave a firearm in your vehicle unattended and always store firearms safety in your home. Safe storage is employing precautions and multiple safeguards that provide an additional barrier against unauthorized use. Guidelines for safe storage include: unloaded firearms should be stored in a locked cabinet, safe, gun vault or storage case, gun locking devices render firearms inoperable, if firearms are disassembled- parts should be securely stored in separate locations, ammunition should be stored in a locked location separate from firearms and thoroughly double check firearms to confirm they are unloaded anytime they are removed from storage. The choice to keep a firearm in your home for sporting purposes, a collection or for self-protection is a serious responsibility. Gun owners must be committed to obtaining the appropriate training and have a clear understanding of safe handling and storage rules to achieve the intended personal safety benefits. Safe Handling

The next general topic under firearm safety is safe handling. It is often said that there are four cardinal rules of firearm handling. These four rules are: (1) always treat every firearm as though it is loaded, (2) always keep the muzzle pointed in a safe direction, (3) keep your finger outside the trigger guard until ready to shoot, and (4) always be sure of your target and what is in front of it and behind it (when safely shooting at a range). Nearly all firearm accidents in the home can be prevented simply by always handling firearms using these four rules and by making sure that guns are kept unloaded and locked up, with ammunition secured in a separate location.

Record Keeping/Reporting

A few other important things to remember about firearms involve record keeping and immediate reporting. When a firearm is purchased, it is crucial that the new owner records the serial number(s) and keeps these records in a safe place. In the unfortunate situation that your firearm is lost or stolen, it is absolutely imperative that you report this to the police immediately by calling 911! When reporting, be sure to state where the firearm was lost/stolen, when this happened, what type of firearm it is and provide law enforcement with the serial number(s).

What to Do If You – Hear Gunshots or Find an Unattended Firearm

It is important to quickly be able to distinguish gunfire from other less lethal sounds. The faster you can identify the sound, the faster you can respond. If you hear gunshots- stay calm, get to a safe place, immediately call 911 and provide the call-taker with as much information as possible. If you find a firearm- call 911 immediately and inform them you found an unattended firearm, DO NOT TOUCH the firearm and wait with the firearm until police arrive. Please remember to follow all instructions given to you by the call-taker and the responding police officers.

Taking a walking tour to see them all might be a fun thing to do some nice fall day! Here’s the one in front of Lake City Library. It’s called Orca – Wolf Transformation, and the artist is Micah McCarty
Orca – Wolf Transformation, mounted on the Traditional style Box that represents the wealth of the royal families of the Lake. In a tribute to the hereditary legacy and Living memory of the Lake “Lake Washington” and presented to the diverse community of Lake City with respect to indigenous relatives.
They are a result of the city sponsored Seattle Art Book Camp. A Lake City Art Walk and “Meet the Artists” event is Saturday, October 9,  at 2 pm

Meeting and study rooms are still closed, and in-person programming is on hold until the end of 2021 for health & safety reasons.

This year the Lake City Library bought around 8,000 books that were distributed to teens in our neighborhood.

The guest speaker was the executive director of the criminal justice training center where all state police agencies get basic training before getting further local training.

Crime stat-wise, citywide crime is up 6% year-to-date compared to last year year-to-date, but only up 3% in our precinct. Car theft is down 8%, but there are still many car thefts.

The Q&A part of the meeting revealed great citizen frustration with current crime and disturbing/disruptive behavior in the city. Captain Stampfl explained what SPD can and cannot do, given City Council’s changes to how it functions, the transfer of some functions to social services, and the loss of about 300 officers. He is sympathetic to complaints about the level of crime, frustrated with how things are, and also in agreement that eliminating racism from SPD is important.

His advice for what we can do – 1) vote for city leaders you think will best solve our problems; 2) keep calling 911 even if you are cynical about response, because the reports are put in a database that helps SPD allocate scarce resources; 3) join with your neighbors and create a large voice to tell current city leaders that the current situation is unacceptable. Also, of course, we as individuals can write or call our representatives.

There are still many more white people living here, to an extent due to systemic racism and its legacy. For instance, a real estate plat containing more than 400 properties in the southeast corner of Pinehurst actually had a covenant that said, “Said tract shall not be sold, leased, or rented to any person or persons other than of Caucasian race nor shall any person or persons other than of Caucasian race use or occupy said tract.” Olympic Hills had a similar restrictive covenant. The 1968 Fair Housing Act voided these kinds of covenants, but you can still see them on the original plat documents. Here’s a map of tracts that had restrictive covenants: http://depts.washington.edu/civilr/covenants_map.htm. Not all the plats in 98125 had such covenants, but many real estate agents would steer people of color away from these white areas in north Seattle.

The chart below, showing percent change of different demographics, indicates progress is being made in overcoming both social and legal impediments in real estate in our neighborhood.
