Phillip Duggan is the Pinehurst neighborhood representative to North District Council.
North District Council is a group of community representatives from neighborhoods and organizations in Pinehurst, Lake City, Olympic Hills, Meadowbrook, Cedar Park, Victory Heights and Maple Leaf. The council meets the first Wednesday of each month at 7 PM at Lake City Library Community Meeting Room. Their meetings are open to the public.
